Does exactly what it says on the tin. Look at that 'ball bearing' - the MARX DALEK ROLYKIN was more accurate than I thought. I sometimes think that the shape of the original comic strip Daleks was actually scarier-looking than the TV incarnation.

17 clearly marked not a toilet plunger. Also note lack of stair climbing device. Though to be fair I think they fly now. I do believe they also lack what's commonly called a lock to prevent humans from just opening them up. I distinctly recall in the Peter Cushing film they just opened one up and hid a human in an empty Dalek.
They did the same thing in one of the TV episodes the film was based on, Phil. At that time, Daleks ran (if I remember correctly) on static electricity, and the Doc and crew managed to separate a Dalek from its source of power. I think it's safe to assume that, when the Dalek was functioning, it would have been impossible to open it up, but once de-powered, all its safety locks and stuff weren't in operation.
That's a coincidence! I had recently been looking to see if anyone had put this picture from the first annual on the internet.
